Jason Whybrow

 Bio

Jason Whybrow has extensive experience across a range of sport integrity areas. He is currently the Director of a team with responsibility for Commonwealth policy development for sport integrity issues including sports wagering and competition manipulation and related evolving threats to sport. He engages with stakeholder across wagering issues, including sports, Wagering Service Providers, state, territory and international gambling regulators and international integrity multi-stakeholder initiatives. These engagements include speaking and panel presentations with partnerships including the UNODC, INTERPOL, the Council of Europe, the International Olympic Committee and the International Partnership against Corruption in Sport (IPACS). This international focus has included the development of a significant network of contacts across law enforcement and sport bodies globally.

Description of Session

Organised crime associations are targeting sports in Australia and around the world. For this reason, it’s never been more important to have a coordinated domestic and global enforcement focus on corruption in sport, in partnership with sport. Jason has played a crucial role in developing Australia’s strategy in this space, and is working closely with international partners to protect sport from corruption.

Topic: Response of Law Enforcement to Financial Crime in NSW

BIO
Roland Winter having demonstrated exceptional results as an experienced

professional with the NSW Police Force for nearly 26 years,
joined the KordaMentha Forensic team as a Director.
With a proven track record in team leadership, law enforcement,
conducting investigations and project management, he
confidently builds relationships and rapport with teams and
stakeholders from all experience levels and backgrounds. His
analytical and methodical personality has seen him lead high-
profile financial investigations of criminal and civil matters.
Roland was the leader of the NSW Police Force Sydney City Fraud
Unit for nearly 20 years and during this time received
international and Australian awards and recognition for the
successful prosecution of significant fraud cases. Roland co-
authored the NSW Police Fraud Standard Operating Procedures
and regularly presented training to detectives on fraud and cyber-
crime, including advanced interviewing techniques.

Roland is the current Training Director for the Association of
Certified Fraud Examiners (ACFE – Sydney Chapter).

The presentation will cover:

  • How law enforcement views financial and cybercrime and the approach they take to receiving/assessing/allocating these investigations.
  • The framework used by law enforcement to accept these crime reports.
  • Ways of referring investigations to law enforcement, to increase the chances of those referrals being accepted for investigation.
  • Jurisdictional challenges associated with financial crimes investigation.

Topic: Introduction to the National Anti-Corruption Commission

Session Speaker: Leah Ambler, Director, Corruption Prevention & Education·National Anti-Corruption Commission

Leah Ambler has previously served on the Australian Public Service Integrity Taskforce established by the Department of Prime Minister & Cabinet and as Director, Corruption Prevention at the former Australian Commission for Law Enforcement Integrity (ACLEI). Before returning to Australia in 2021, Leah was Manager, Asia Pacific Regional Outreach and Legal Analyst in the Anti-Corruption Division of the Organisation for Economic Cooperation and Development (OECD). Leah is a lawyer by training and started her career in DFAT’s International Law Branch. She has also served as Chair of the International Bar Association’s Anti-Corruption Committee and is a volunteer Primary Ethics teacher.

The presentation will cover:

An introduction to the National Anti-Corruption Commission, Australia’s first federal broad-based anti-corruption agency, and outline its achievements since its establishment on 1 July 2023. The presentation will focus on current corruption risks in the Commonwealth public sector and the outline the NACC’s corruption prevention and education priorities.
